JT4 provides engineering and technical support to multiple western test ranges for the U.
S.
Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II.
We develop and maintain realistic integrated test and training environments, and prepare our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges.
JOB SUMMARY - ESSENTIAL FUNCTIONS/DUTIES -Using broad knowledge of project management and systems engineering fundamentals, the incumbent individually leads small to large size projects and programs of low to high complexity supporting Company and customer requirements.
Additional functions and duties involve: 1.
Assist Project and/or /Program Managers with the daily conduct of large project/program activities involving Project tasks including: Make priority determinations and resource management and leveling decisions Develop, review, and approve project documentation Maintain established project portfolio Establish, execute, and report on project budget Manage project risk Monitor/control and re-plan project Provide project status through project/program reviews Annotate lessons learned and archive project data Administer, at an expert level, Work Management System (WMS) activities through the use of identified scheduling tools Train project managers, customers, and project support staff on the administration and use of the WMS tool and project processes and procedures Create, evaluate, and distribute reports and resolve anomalies or issues with project data 2.
Follow company and Government processes and procedures as required maintaining accountability and responsibility for project schedule, budget, and requirements to deliver projects on time meeting required budget 3.
May be required to recruit and hire appropriate technical personnel to ensure the accomplishment of project requirements 4.
Use established policies, procedures, and subject matter knowledge to complete assignments of high complexity that vary in nature and sequence 5.
Perform other Project Management related tasks as requested OTHER RESPONSIBILITIES - Each employee must read, understand, and implement the general and specific operational, safety, quality, and environmental requirements of all plans, procedures, and policies pertaining to their job.
WORKING CONDITIONS - This position involves work typical of an office environment with no unusual hazards.
There is occasional lifting (up to 20 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness.
Routine travel to remote Company work locations may be required.
RANGE POSITION DESCRIPTION - In addition to the above stated job summary, the position will be responsible for all aspects of the Annex-1 Project Management Office (PMO) and Innovations and Process Improvement Program.
Duties include overseeing all Annex-1 projects, fostering a culture of innovation, maintaining the innovations workflow, assisting supervisors and employees with innovation submittals, workflow training, reporting and coordination with government customers.
Functions as the focal point and coordinator for all new tasking in the form of Requirements Change Requests (RCR) and associated SharePoint workflows.
Processes RCR responses and conducts quality checks before final Management approval and delivery to the government.
Experience with conducting process improvement assessments and providing recommendations to management is required.
This position is a key member of the Annex-1 Program Management team.
The PM IV will be working closely with the JT4 Range Manager, JT4 Department Managers, Corporate leadership and Senior Government leaders.
Therefore, exceptional initiative, communication and leadership skills are required.
Must have experience leading and overseeing complex projects from start up to completion.
A technical background with knowledge of disciplined systems and software engineering processes to include requirements management, configuration control and CMMI is highly desirable.
Project management education along with a PMP certification is required.
REQUIREMENTS - EDUCATION, TECHNICAL AND WORK EXPERIENCE - Must have a Bachelor's or higher degree or any combination of formal education, training and experience equivalent to twelve years involvement in technically demanding program or project assignments.
Must have demonstrated supervisory knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as excellent verbal and written communication skills.
Must have knowledge of Earned Value Management techniques.
Position may require travel.
The incumbent must possess a valid, state issued driver's license.
Must be able to obtain and maintain security clearance.
Must be a U.
S.
citizen.
SALARY The expected pay for this position is $108,700 - $140,000 annually The salary range offered for this position is a good faith description of the expected salary range this role will pay.
