Northrop Grumman’s Aeronautics Systems sector has an opening for a Program Manager 2 to join our qualified and diverse Flight Test Team on our Strike Program.
This position will be based in Edwards Air Force Base, California.
The primary objective will be the delivery of all flight test program contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.

Due to the nature of the program and team, the position will need to support a dynamic flight test schedule with the ability to work during scheduled test flight operations, including weekend and evening hours.
The position may also require up to 25% travel to support program operations.

Technical areas of responsibility include but are not limited to the following: Decompose program strategy into tasks for planners, maintainers and engineers.
Develop, maintain and publish integrated program schedule.
Continually optimize schedule, reacting to discoveries and constraints.
Forecast and track test milestones.
Perform integration across flight test disciplines and program to drive engineering solutions, break constraints, and verify requirements.
Identify and highlight test dependencies, risks and blockers.
Mitigate or elevate appropriately.
Provide aircraft configuration requirements.
Management of program business systems and coordinating monthly business processes to enable the delivery of successful products to the program.
Interface with IPTs, Cost Management, and Schedule Management team to ensure accurate monthly Earned Value Management cost and schedule data for the program.
Support and management of Program Risks and Opportunities Support the development of ECP costs as well as the monthly EVMS cost and schedule data of approved ECPs High acumen for problem solving as this role requires the identification of issues and problems across multiple contracts in order to make recommendations to management for resolution Ability to interpret and apply company policies & procedures that address compliance/charging guidance regarding labor, material, travel and other direct cost (ODC) expenses Basic Qualifications: Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.
Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
Must have the ability to obtain and maintain Special Access Program (SAP) clearance, prior to the commencement of employment.
Proven proficiency in Earned Value Management (EVMS) Preferred Qualifications: Master’s Degree.
Experience with flight test and/or developmental test.
Experience with aircraft maintenance and sortie generation.
CAM with NG-EVM Certification.
Experience with Agile Development Process.
Experience with model-based engineering and digital thread.
Experience with manufacturing business systems, sustainment processes and parts management.
Experience leading a team, preferably within the Aerospace and Defense industry.
Experience within the Aerospace and Defense industry.
Strong written, verbal and presentation skills with proven ability to develop and maintain strong internal/external customer relationships.
The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts.
The ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities.
Salary Range: $151,900 - $227,900 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay.
Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
Employees in Vice President or Director positions may be eligible for Long Term Incentives.
