Position Overview The Contract Manager shall provide seamless support services necessary to perform financial management, administrative, and specialized services support to the Air Force Research Laboratory (AFRL), Edwards AFB, California.
The Contract Manager will conduct the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all taskings under the PWS.
The Contract Manager shall be responsible for maintaining communication with the Contracting Officer (CO) and the Contracting Officer’s Representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract.
The Contract Manager is responsible for and required to implement and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.
Essential Job Function Assist in the day-today operations of the divisions, branches, and individual projects in support of AFRL Aerospace Systems Directorate (RQ)-West.
Knowledgeable in employee performance tracking, meeting deadlines, and have a complete understanding of the contract and PWS requirements.
Planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the PWS.
Implement and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.
Have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
Be available within two (2) hours to meet on the installation with government personnel designated by the CO to discuss problem areas.
Create and maintain electronic continuity folders for all tasks in the PWS accessible to the COR within the first quarter after contract award and quarterly thereafter.
Minimum Qualifications Three (3) to five (5) years of work experience with customer service/interpersonal communication skills, which includes establishing rapport and building relationships with a diverse group of individuals, resolving issues and inquiries daily, and working in a professional environment.
Two (2) to Five (5) years of supervisor experience.
Able to communicate efficiently and accurately using Air Force (AF)/Space Force (SF) terminology and be familiar with Department of Defense (DoD) documents and DoD technical terms.
Experienced in the use and understanding of computer systems with intermediate skills in Microsoft Office suite with advanced proficiency in Excel and exposure to automated accounting systems and various software programs.
High School Diploma or GED.
Associates Degree Preferred Secret security clearance ( favorable Tier 1 investigation).
Be able to read, write, and speak English.
