This is a 412 EWG program management position capable of performing duties independently to assist in the management of numerous Research Development Test & Evaluation projects for the Electronic Warfare Group (EWG).
These projects are in a variety of Project Management phases ranging from planning and provisioning to analysis, and reporting.
Provides knowledge and experience in acquisition Project Management and general organizational workflow (philosophy, policies, and procedures) to procurement activities, project/program management tasks, acquisition programs and organizational activities.
Support will not include counseling, mentoring, judgmental/discretionary decisions, or other activities related to supervision of Government personnel.
Responsibilities: Assist in updating/maintaining required program/business management documents, including but not limited to: Concept of Operations, Program/Project Management Plan, Risk Management Plan, Life Cycle Support Plan, and Acquisition Plan.
Develop and deliver business management progress reports, proposals, requirements documentation, and presentations.
Attend project meetings, Project Management Reviews, Acquisition/Business Management Exchange Meetings, Process Reviews, and briefings given to JSE stakeholders (SIMAF, PAX, SDPE, AF/TE, etc.
) Assist in the development and update of an Integrated Master Schedule coordinating the progress and efforts with other military and contractor organizations.
Monitor project schedule, timelines, and milestones from initiation to delivery to meet program goals.
Identify and assess project issues and develop solutions to meet productivity, quality and customer satisfaction goals and objectives.
Serve as an interface and point of contact with Government program / business management representatives, on program / business management issues / concerns.
Manage, track and report multiple organization’s budget execution, identify budget execution issues and work with the Program Manager to resolve them.
Coordinate with multiple organizations to ensure proper funding documents are received.
Provide expert level advice and assistance developing / analyzing acquisition strategy methodologies, developing / reviewing acquisition documentation, participating as an advisor in Government Source Selections, participating in developing JSE needs and solutions, tracking current and planned JSE investments, participating in acquisition strategy analysis / planning, developing, and documenting decision support systems, and developing / maintaining acquisition schedules.
Develop and review acquisition planning packages and other acquisition documentation, reviewing or proposing inputs to Purchase Request packages, Requests for Proposal, PWS, CDRLs, specifications, requirements documents, and other acquisition related documents.
Assist in the review of acquisition documents / work packages to ensure timely commitment / obligation of resources.
Organize comprehensive program / business management studies to assess the impact of JSE workload and resource utilization on overall program costs across the FYDP.
Advise the JSE Program Manager on the most cost-effective action for compatibility with overall program objectives and implementation of recommendations.
Participate in long and short range JSE program planning activities, analyzing available resources against program requirements, and providing viable solutions to potential shortfalls.
Assist in the preparation and coordination of government Support Agreements.
Oversee program / business management functions including acquisitions, service contract support, financial management, manpower planning, and program/project control efforts implementing strategic plans that result in effective JSE resource utilization.
This skill level requires over 10 years of experience and a master’s degree in the applicable discipline.
This skill level typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
This skill level may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Qualification Substitutions: Master's Degree - 12 years’ work experience may be substituted for a master’s degree or bachelor’s degree plus 8 years work experience may be substituted for a master’s degree SECURITY CLEARANCE AND OTHER REQUIREMENTS Must have a minimum of an active U.

SECRET clearance and be subject to a government security investigation.
Driving or renting a car for company business is expected with some frequency.
For insurance purposes, a valid driver’s license is required.
