LACDA recruiting to fill two Manager II vacancies, one in Alhambra, CA and the other in our Palmdale, CA location.
The Housing Assistance Division of the Los Angeles County Development Authority is responsible for the administration of the Housing Choice Voucher Program (HCV).
The LACDA administers over 26,000 Housing Choice Vouchers, as well as other targeted and grant-funded rental subsidy programs for the County of Los Angeles.
POSITION OVERVIEW Under the direction of Housing Assistance Director, the Manager II will oversee the daily operations of the Department; develop plans and goals for the units; evaluate, interpret and assure compliance with HUD regulations and guidelines as they pertain to the to the rental subsidy programs, to ensure the highest possible ratings under the Section Eight Management Assessment Program (SEMAP).
The Manager will handle the timely and satisfactory resolution of complex issues, make decisions based on the needs and goals of the organization; effectively manage subordinates/personnel and operational issues and coordinate their resolution; and assure effective communication with management, staff, participants, owners, external agencies, and community leaders.

Essential Job Duties Plans, organizes and directs professional and administrative program staff; recommends goals for unit production performance; manages staff and resources and is directly responsible for unit performance; recommends merit salary adjustments and promotions for staff; formulates operating and program budgets; controls and is accountable for budgetary expenditures; develops comprehensive plans for integrating funding and technical resources for community or client improvement projects and services; negotiates or supervises the negotiation of contracts for construction development, technical or administrative assistance, program services, or inter-agency cooperation; supervises the review and evaluation of proposals submitted for funding or awarding of bids under the terms of various Federal, state or local regulations and guidelines; resolves difficult and complex policy issues and problems; supervises the reporting and monitoring of Commission programs and evaluates their performance; plans directs, prepares and presents program reports and special assignments; develops and maintains liaison with a variety of officials, agencies and organizations; may act for the Director in the Director's absence; and performs related duties as assigned.
Appointment to Level II is made at the discretion of the Executive Director and is based on the scope and complexity of the program managed.
Qualifications Any combination of education and/or experience as it relates to the following: Bachelor’s Degree from a regionally accredited institution in Public Administration or a closely related field.
Five (5) years of direct management experience with Housing Choice Voucher, Public Housing and/or other affordable housing programs.
Five (5) years of direct supervisory experience managing a large staff in a customer service-oriented environment, preferably in a housing environment.
Demonstrated work experience with a diverse, low-income population and communicate effectively with a variety of clients, landlords, staff and visitors, in a variety of situations; and to supervise others in the performance of their specified duties.
